Canada-Ontario Agreement and Memorandum of Cooperation (COA-MOC)

Introduction

The Memorandum of Cooperation (MOC) allows the Cities Initiative to collaborate with several Ontarian ministries in order to achieve the goals of the Canada-Ontario Agreement on Great Lakes Water Quality and Ecosystem Health (COA).

COA is an agreement between Ontarian ministries and federal ministries that aims to, “restore, protect and conserve Great Lakes water quality and ecosystem health” (COA, Article II).

The Memorandum of Cooperation includes two primary goals:

  • To build collaboration between Ontario and Ontario municipalities in the protection and conservation of the Great Lakes Basin Ecosystem.
  • To establish mechanisms to discuss and pursue common objectives and address issues of concern to municipalities and Ontario related to the restoration, protection and conservation of the Great Lakes Basin Ecosystem and to address climate change. (MOC, 3)
