Sylvonica Madlock

Sylvonica Madlock represents the U.S. Department of Transportation’s Great Lakes St. Lawrence Seaway Development Corporation (GLS) on the Industry Leaders Circle. As the Executive Officer for GLS with more than 20 years of senior federal executive experience, she specializes in translating national policy priorities and U.S.–Canada binational commitments into operational excellence, infrastructure resilience, and measurable economic impact across one of North America’s most vital maritime trade corridors.

Representing the GLS on the Industry Leaders Circle, Sylvonica focuses on providing technical expertise, fostering regional coordination, and aligning stakeholders to enhance the efficiency and global competitiveness of the Seaway system. Throughout her career, she has been recognized for building strong intergovernmental partnerships, optimizing complex infrastructure processes, and driving operational modernizations that support supply chain reliability and the long-term sustainability of the regional maritime transportation system.
